The Bihar School Examination Board has started the Bihar DElEd Counselling 2026 process for admission to the two-year Diploma in Elementary Education programme for the 2026–28 session. Candidates who qualified the D.El.Ed Joint Entrance Examination 2026 must fill the online Common Application Form (CAF) to participate in seat allotment.
The official counselling notice fixes the CAF application period from 10 August to 16 August 2026. Seat allotment will be based on the candidate's entrance-exam score and rank, available seats, college preference, reservation rules and stream/category conditions. The first selection list is scheduled for 20 August 2026.
Current status: Common Application Form is open now. Eligible candidates must complete the CAF and counselling fee payment by 16 August 2026.
Important fee correction: ₹960/₹760 was the fee for the earlier D.El.Ed entrance-exam application. The current counselling / CAF fee is ₹500 for General/EWS/BC/EBC and ₹350 for SC/ST/Differently Abled candidates.
Exam-date typo correction: The entrance examination was conducted from 8 June to 22 June 2026. Any page showing 8–22 January 2026 for the exam is incorrect.
Result status: BSEB declared the D.El.Ed Joint Entrance Examination 2026 result on 6 August 2026. A total of 2,23,835 candidates appeared, 1,65,609 qualified, and the overall pass percentage was 73.99%.

This is the counselling Common Application Form fee. It is separate from the earlier entrance examination application fee.
Who Can Fill Bihar DElEd CAF 2026?
The candidate must have qualified the D.El.Ed Joint Entrance Examination 2026.
Class 12 / Intermediate or equivalent with at least 50% marks for the general eligibility standard.
Eligible reserved-category candidates receive 5% relaxation, making the qualifying standard 45% under the counselling notice.
Candidates who passed Maulvi with 50% are eligible.
Eligible candidates with 10+2 vocational qualification or notified Urdu/Intermediate-equivalent qualification may also apply.
Candidates with Shastri, Polytechnic, ITI or other qualifications not treated as the required +2 equivalent under the notice are not eligible merely on that basis.
Minimum age is 17 years as on 1 January 2026.
Unqualified entrance candidates cannot participate: A candidate who did not qualify the D.El.Ed Joint Entrance Examination 2026 will not be considered for admission to any institute through this counselling.

Horizontal / Stream Reservation
5% horizontal reservation for differently abled candidates.
5% horizontal reservation for eligible Bihar-resident dependent categories of serving/retired/disabled/ex-servicemen as prescribed.
10% seats for Urdu-subject candidates who passed +2 with Urdu, under the notified conditions.
Across institutions, 50% seats are reserved for Science-stream candidates and 50% for Arts/Commerce-stream candidates.
College Choice Filling Rules
While filling the Common Application Form, candidates can choose training institutes in order of preference.
Minimum number of institute choices: 5.
Maximum number of institute choices: 30.
Keep the most preferred college at the highest priority.
Selection depends on entrance score/rank, available seats, choice priority, stream, category and reservation.
Only choices submitted in the CAF will be used for allotment.
Government-college priority rule: The counselling notice provides that a merit candidate who has opted for government institutions is considered for government seats first as per merit/reservation/choice rules before the applicable private-institute process.
How Seat Allotment Works
BSEB will allot seats using a Merit-Cum-Choice process. Important factors include:

Number of sanctioned seats in the institute.
Candidate's college preference order.
Category-wise reservation.
Science / Arts-Commerce stream allocation.
Urdu and horizontal reservation rules where applicable.
For each round, BSEB will also publish institute-wise, stream-wise and category-wise cut-off marks on the portal.
First Selection List & Admission Process
The First Selection List will be released on 20 August 2026. Selected candidates must complete admission at the allotted institute from 20 to 24 August 2026.
Intimation Letter
Selected candidates can download the Intimation Letter from their login using their User ID and password. The letter will show the allotted institute and other admission details.
₹3,000 Admission Security Deposit
A candidate selected in the first round must deposit ₹3,000 as admission security amount at the allotted institute while taking admission. This security amount is paid only once during the counselling process and is adjusted/transferred according to the final allotment rules.
Do not skip allotted admission: If a candidate is selected but does not take admission within the prescribed period, the candidature for that allotment can be treated as cancelled and the candidate may not be considered in the same way for later rounds under the notified rules.
What Is Slide-Up?
Slide-Up is useful when a candidate accepts an allotted seat but wants a chance to move to a higher-preference institute in the next selection list.
First take admission in the currently allotted institute.
Pay the ₹3,000 security deposit where applicable.
Use the Slide-Up option in Student Login during the notified period.
If a higher preference is allotted in the next round, the candidate must take admission there.
If no higher option is allotted, the earlier admission continues according to the counselling rules.

Private College Fee Limit
The counselling notice states that for non-government self-financed teacher training institutes, the maximum prescribed academic fee for the two-year D.El.Ed course is:
Maximum ₹60,000 per student per year.
Maximum ₹1,20,000 for the complete two-year course.
The notified amount is a maximum ceiling and may be reduced proportionately if the institution's admissible expenditure is lower. Candidates should obtain proper receipts for all payments.

How to Fill Bihar DElEd CAF 2026
Open the official BSEB D.El.Ed counselling portal.
Click the counselling / Common Application Form login.
Use your entrance-exam credentials to log in.
Fill or verify personal, educational and reservation details.
Choose at least 5 institutes and up to 30 institutes in preference order.
Check all choices carefully before final submission.
Pay the current CAF fee: ₹500 or ₹350 according to category.
Final-submit the Common Application Form.
Download and print the submitted CAF.
Check the portal on 20 August for the First Selection List / Intimation Letter.
CAF is mandatory: Even if you qualified the entrance examination, your name will not be included in the seat-selection process if you do not submit the Common Application Form within the prescribed period.
Important Counselling Tips
Do not wait until 16 August to submit the CAF.
Put colleges in your true preference order; higher preference should be listed first.
Check whether the institute is government/private, co-ed/women-only and the sanctioned seat count.
Use the official 2026–28 recognised-college list before locking preferences.
Save the fee receipt and final CAF printout.
After allotment, complete admission within the specified dates even if you plan to use Slide-Up.
Monitor institute-wise cut-offs after each selection list.
Do not pay fees above the notified limit to a private institute without checking official rules and receipts.
